Judges have appointed Tom as a "Special Prosecutor" (7 times).  A Judge appoints a special prosecutor when the District Attorney's Office is disqualified from a case (usually due to a conflict of interest, e.g. when an attorney in the district attorney's office formerly represented the defendant (accused).
